The North Georgia Resource Management Authority was created in 1994 by Towns, Union and Lumpkin Counties. This Authority allowed these counties to work regionally to handle existing solid waste issues, to provide for solid waste to be properly and economically diverted from landfill waste streams, to explore potential opportunities, to maximize resources and to expand existing programs.
In 1997 Banks County became a member and in 2000 the Authority became the second regional Keep America Beautiful Affiliate in the State of Georgia under the name "Keep Our Mountains Beautiful". To date the Authority has brought its members over $1,800,000.00 in grant funds and has won seven awards.
The North Georgia Resource Management Authority began the first Regional Recycling Co-operative in the state of Georgia in 2005. By working together as a region we are able to collect more materials and market them successfully.

Banks County is the host county for Waste Management's R&B Landfill located at 478 Bennett Road in Homer, Georgia. Waste Management, Banks County and the North Georgia Resource Management Authority are involved in a Public/Private Partnership to provide recycling to Banks County Residents. The recycling center is located at the landfill and we take #s 1 & 2 plastic bottles (rinsed and the lids removed please) aluminum cans,cardboard and mixed paper.
- Banks County residents may deposit all household trash free of charge at the landfill.
- For other solid waste materials, the tipping fee is $35.00 per ton.
- Waste Management's operating hours are 5am until 4 pm Monday through Friday and 6am until 11pm on Saturday.

• Electronics Recycling Center
For Banks County, we provide full time electronics recycling at the Banks County Recycling Center at R&B Waste Management. R&B Waste Management is located on Bennett Road in Homer.
• Document Destruction Recycling Event - October 9, 2014:
Any citizen of Banks County may take their documents to Document Destruction Service on Damascus Road in Homer on October 9th and have them destroyed at no charge.
