County Clerks are vital to the operation of local governments and are the oldest position in local government. The County Clerk’s office provides the professional link between citizens with their local governing bodies and agencies of government at other levels.  The County Clerk is available to answer any questions you may have concerning your county government.

Regina (Jenni) Gailey has been the county clerk since 2001 and served as assistant county clerk for 10 years prior to becoming county clerk. She achieved Master Clerk status in 2012 through the Clerks Masters Education Program at the University of Georgia Carl Vinson Institute of Government and is a certified Governmental Finance Officer. Jenni is also a member of the Georgia Finance Officers Association, Georgia County Clerks Association and the International Institute of Municipal Clerks.

 Commission Meetings/Agendas/Minutes

Meetings:  The Banks County Board of Commissioners meets the second and fourth Tuesdays of each month at 6:30 p.m. in the Board Room of the Banks County Courthouse Annex.   Meeting location changes will be shown on the Meetings Calendar below and posted on the Annex main entrance bulletin board.  Notice will also be provided to the Banks County News.  If you have any questions regarding these meetings, please contact the Banks County Commissioners Office at 706-677-6800.  

If you wish to speak on an issue at a Board of Commissioners meeting, please review and complete an Agenda Appearance Request form.  Please notice that the deadline for submitting the appearance request to the County Clerk is noon on the Friday immediately preceding each scheduled regular meeting.

Agendas & Minutes:  Minutes become official once approved by the Board of Commissioners at the first regular meeting of the following month.  Until officially approved, the minutes are considered to be in draft form.  To view meeting agendas and minutes, click on the below link:


Open Records Requests                                

The County Clerk is the Open Records Officer.   Residents are encouraged to check for postings of agendas and minutes of the board meetings at the above link.   For minutes attachments or any additional open record requests, please submit using the Open Records Request form to the County Clerk.   Open records requests for the Sheriff's Office should be directed to Shannon Schenck at

Q:  Is the County Clerk the same as the Clerk of Superior Court?

A:  No,the County Clerk is the clerk to the Board of Commissioners and the Open Records Officer for general county records including all Commission meetings and proceedings. 

The Clerk of Superior Court receives, manages, and processes all court documents, collects and disburses all court fees, fines, and costs, and provides the public with access to court records. As keeper of public court and land transaction records, the Clerk records deeds, mortgages, and notaries public.

Q:  Where may I get a copy of a court case or a divorce proceeding?

A:  The Clerk of Superior Court manages and processes all court documents, and provides the public with access to court records which includes divorce court.
